Gouvenment :

Zhang Rong : Chief Attendant of the Imperial Palace and Tutor of the young Emperor Shao. It is rumored that he have something to do with Emperor Ling's death. He took part in Dong Zhuo's Coup and kidnapped the Emperor, who fully trust him, to make him abdicate. After Dong Zhuo got the power, he begin to fear for his life. Moreover, he begin to fell remorse for all his sins. In a crisis of madness, he jump over a window of the Imperial Palace, killing himself.


Wang Yun : Minister of the East Empire, he is a shady man was took part in both coup d'état that put Dong Zhuo on the Throne and that deposed him. Despite his fonction, he has little to no attention for the people and only looks for his personnal benefits. He is the one who introduced Diaochan to Dong Zhuo and who scheme to make him murder by his foster son. After the Tyran's death, he took over his mantle but wasn't able to maintain the power and the Empire get shattered in three country.


Cai Jing : A strange very old man who is the official calligrapher of the Empire. He is the Tutor of the Emperor Xian. He rarely speak and seems to be always follow by shadows. He was firmly opposed to the armisty of the 108 Su Xing by the Emperor Xuanzang and leave the government right after. Nowadays, more than two centuries later, it is rumored that he is still alive, planing his revenge.


Liang Shijie : Husband of Cai Jing's daughter and great secretary of the Dongxi region. For the birthday of his father in law, he collect heavy taxes in the region and send (a part of) them as a gift to the Imperial Palace. The convoy was then attacked Chai Gai and his friends. The secretary put a price on their head. He was arrested and put in jail by the outlaws after they became the shadow soldiers of the Empire.


Gao Lian : He is the cousin of Gao Qiu. Thanks to his cousin's relation with Dong Zhuo, the Tyran, once on the throne, make him the governer of Dongxi region. His power was then opposed by the 108 Su Xing, a group of outlaws settled in the region. He is a powerful Dark Mage, so the Su Xing wasn't able to face him for a long time. They finally managed to confront him in the Battle of Lanka and he get killed alongside his cousin.



Army :

He Jin : Young General of the Empire, he was a close friend and a comrade-in-arms of Jia Zhu. When the Emperor Ling died, he became the guardian of the young Emperor Shao and help the Empress Jia, the sister of his late friend, during the regence. He was a man of integrity. During the coup d'état, he was tricked and killed by Zhang Rong.


Erlang Shen : He is the most powerful General of the Empire during the three reigns of the Emperors Ling, Shao and Xian. More than physical strength, he also possessed to strong spiritual power. He humbly served the Emperor Xian and, unlike most of the army, only answered to him, and not to the Tyran. The only exception was, believing that the Emperor's was in danger, he goes after Sun Wukong and fought him. He managed to outmatch the Monkey but, learning the truth, released him. When the Emperor Xian abdicated, he remains at his side. He is a distant member of the Imperial Family and is nicknamed "the True Lord" by the people.


Zhou Tang : He was a reknown archer general of the Empire. He deserted from the army during the coup d'état and protected several people hunted by the government. Among them, he took Shi Xiangyun under his wing, dress her up like a man, give her the new name of Lu Junyi and teach her how to fight. He was found and killed by Lu Bu, protecting his protégée.


Gao Qiu : Originaly a street rascal, he fast became a high rank soldier of the Imperial Army, thanks to his close friend Dong Zhuo, who he met during childhood. He is a violent and sadistic man who inspire fear in his own allies, including the Tyran. He managed to get into the rising Jia Family by marrying Jia Yingchun. He joined the coup of his friend and was one of those who sacaged the Red Mansion. He also murder his own wife. Since the Tyran doesn't want Gao Qiu near him, he send him after the 108 Su Xing. He was killed alongside his cousin Gao Lian by the outlaws during the Battle of Lanka.


Liu Menglong : Marine captain under Gao Qiu's orders. He was send to fight the Ruan brothers but was quickly defeated. He was tortured and killed by his superior for his failure. He was also the superior of William Smee when he was in the Empire's Navy, prior the rebellion.
